Dear Mr. Feldman,

Today's New York Times describes the proposed rule change, and I am writing to express my strong opposition to this proposed change. This reduction in number of banks required to provide loans to the poor community will be a disaster. PLEASE DO NOT ADOPT THIS RULE.
