I am strongly opposed to FDIC's proposal to allow banks with assets above $250 million to be examined as small banks under the Community Reinvestment Act. Having worked for the last five years in the community development lending industry, I have seen the very powerful impact the CRA has had in incenting banks to make capital available in low-income communities — financing real estate projects, businesses, and organizations that have made a tangible and direct difference in those communities. I have real fears that the proposed policy would reduce lending, investments and services in low-income communities.
