To Whom It May Concern:

I oppose the FDIC's proposal to allow banks with assets above $250 million
to be examined as small banks under the Community Reinvestment Act. This
policy would reduce lending, investments and services in low-income
communities. I have worked in community development for six years and have
seen first-hand the benefits that increased investment in these communities
has brought, thanks to the CRA. As low-income and rural communities tend to
have the smallest banking institutions, this proposal would
disproportionately impact them. I urge the FDIC to stop this proposed rule
change.
