Subject: Community Reinvestment -- RIN 3064-AC50

October 20, 2004

To The Federal Deposit Insurance Corporation

Dear Sir or Madam:

I write to express concern over the proposed change to drop Community Reinvestment Act reporting for many smaller banks.

As Executive Director of a Community Development Corporation in Philadelphia, I see a great need for continued community reinvestment in our poorer neighborhoods. I am aware that this is a concern in rural areas as well. The Community Reinvestment Act is a very important vehicle for banks to participate in work with us and others in these neighborhoods and rural areas and its application should be continued and enlarged.

Our nation will not be strong with some areas neglected and others receiving all the investment.

Please do not approve the removal of smaller banks from the Community Reinvestment Act reporting requirements.

Sincerely,

D. K. Johnston, Executive Director
United Communities Community Development Corporation
2029 S. 8th Street
Philadelphia, PA
