To whom it may concern,
I have just read of the proposed changes to the CRA, which would exempt financial institutions with assets over $250 million. I believe this change would be quite detrimental to low and moderate income communities that have benefitted from the CRA.

As a graduate student at Case Western Reserve University, I studied the CRA in Arthur Naparstek's community development classes. While no policy is ever perfect, this legislation has been one of the most vital vehicles for systemic change. Please do not implement the proposed changes.
