Gentlemen,

Please do not increase the definition of a small bank from $250 million to $1 billion. Making this change will exempt more than 90 percent of the rural banks your regulate from the three-part exam. Also, do not provide CRA credit for activities which do not benefit low and moderate income people and places. It is hard enough to develop rural communities. These changes would be a blow, reducing rural lending, investments and services
