To Whom It May Concern:

This proposal is seriously harmful to the health of our communities. Right now, we need all the help we can get encouraging small thrifts to invest in underserved areas desperately in need of affordable housing and investment in minority owned businesses. Exempting small banks from the serious implications of the CRA is the exact opposite proposal to the types we need to see today. Please reconsider this proposal.
