I would like to take a moment to comment on the possibility that CRA exams would change for 94% of the banks and the negative impact this would have on communities.

It is hard enough now to get bankers to make loans or provide services to lower-income residents. Knowing that the bank would not be audited as frequently or as thoroughly on all aspects of their CRA requirement would lead to a reduction of these necessary services in the communities where they are most needed. Eliminating the audit of the service and investment requirement for many of the smaller banks would lead to a lessening of the number and quality of these services. Our communities can ill afford these reductions. Education and investment are critical components of the success of the revitalization of many underserved areas.

Please take these comments into consideration when deciding if you are going to make this change.
