I am employed by a local school district to staff the community development activities of our neighborhood association. We are in the 4th year of a 5-yr HUD-sponsored Neighborhood Revitalization Strategy. This neighborhood is a high stress area that has been long overlooked for services, particularly banking. I oppose the FDIC's proposal to allow banks with assets above $250 million to be examined as small banks under the Community Reinvestment Act. This policy would further reduce lending, investments and services in low-income communities. And, with a rise in predatory lending and pay day loans, we are finding a need for greater transparency by banks, which sadly only seems to come through consistent examination. Please do not enact this proposal.
