Dr. Feldman:

In reference to the proposal to raise the CRA small institutioin test for banks from 250 million to 1billion, I oppose this. I manage a 30 million Bank for over 20 years. To me the 250 million is still large, and therefore I can not imagine 1 billion be considered small. This change will only make it easier for the larger institutions, and how can anyone really know what a large 1 billion or larger bank is complying unless they are monitored. In a small town of 300 population and 2,000 in our county, we have to be all things to all people or our communities would dry up on the vine worse than they already are.
