I strongly encourage you to raise the small bank limit to $500 million, rather than $1 billion.

Raising the limit to $500 million is an appropriate reflection of changing economic and business circumstances since 1995; raising the limit beyond that level will seriously weaken accountability by lending institutions to their communities and further reduce access to capital for struggling small businesses and micro-entrepreneurs.
