Subject: CRA

Greetings:

I oppose the FDIC's proposal to allow banks with assets above $250 million to be examined as small banks under the Community Reinvestment Act. This policy would reduce lending, investments and services in low-income communities. This is a disastrous idea that will adversely affect distressed, decaying, and older communities/neighborhoods. The bottom line is, as a country we should be doing all we can to uplift and empower those people and communities that our not as well off as others. There is no justification to change the CRA at this time. Do not make the unfortunate mistake of turning a blind eye to the needs of other Americans when the country continues to head in a downward spiral. Employment and economic statistics do not support such a change to the CRA and the proposed change will not help the communities and people it is intended to.

Regards,
Michael P. Kelly
