Subject: Newly Submitted Rule

Dear Sir or Madam,

I strongly object to the new proposed rule that would exempt "smaller" banks from lending money to low-income citizens. What about the "ownership society" that is forever being touted by the Bush Administration? How will these people ever become a member of that society if they cannot get loans?
