2 points:
* Inflation since 1995 has not been 100%, so it makes no sense to change the definition of a 'small bank' by adding 100% from the 1995 definition. If inflation numbers are to be trusted as real, they should be used.
* The requirement for mixed geographic loan approvals should remain. All banks, not just the biggest, should have a requirement to make loans in their geographic area, to all classes of applicants. If the banks do not wish to participate in their community, they should not benefit from the government supports, like the FDIC.
