Subject: Community Reinvestment -- RIN 3064-AC50

I strongly object to this proposed rule. There is no compelling reason
why banks of less than $1 billion in assets should be relieved of their
responsibility to all members of their communities. It is vital to the
economic development of low-income communities that banks provide them
with investment and services. Moreover, it is unfairly discriminatory
for them not to.
