I would like to comment on the propposed rule:

1. The CRA should be maintained and strengthened to encourage affordable
housing development and activities.
2. Another criteria for exempting small institution is needed. $1 billion
dollar asset cap may not be adequate.
3. Banks with up to $1 billion in assets should be required to meet
their community development obligation.
