Subject: Community Reinvestment -- RIN 3064-AC50

August, 23 2004

Dear Sir/Madam:

I am writing on behalf of the proposed changes to the definition of small banks under the Community Reinvestment Act. The Community Reinvestment Act is a critical component to urban and rural communities’ efforts to promote affordable housing and provide community and economic development. I oppose the increase in the threshold of what is considered to be a small bank in regards to the CRA program from the current $250 million in assets to $1 billion in assets.

The proposed FDIC rule would allow many banking institutions to have less participation with funding programs for our distressed urban and rural communities. I urge FDIC to withdraw its proposed rule change.

Sincerely,

Robert Bertsch
