FDIC Announces Personnel Changes

WASHINGTON — The Federal Deposit Insurance Corporation (FDIC) has appointed John F. Vogel Regional Director, New York Region effective January 14, 2024, and Jessica A. Kaemingk Regional Director, Kansas City Region effective May 5, 2024.  In these positions, they direct both Risk Management and Consumer Protection supervision programs for financial institutions headquartered in their respective Regions.  The FDIC has also appointed Lisa K. Roy as Deputy Director, Operations in the Division of Risk Management Supervision (RMS) effective May 5, 2024.  In this position, she directs strategic planning, budgeting, financial management, training, communications, governance, internal controls, and supervision technology management for RMS.

John F. Vogel

Mr. Vogel has been with the FDIC for more than 33 years and has held a number of leadership positions within the FDIC, including Deputy Director, Operations in RMS in the Washington Office since 2019, New York Regional Director from 2012 through 2019, and Acting Atlanta Regional Director from September 2022 through October 2023.  He also served as RMS Assistant Regional Director and Deputy Regional Director in the New York Region. 

He began his FDIC career as a Bank Examiner in the Concord, New Hampshire Field Office, and later served as Field Supervisor in the Boston South Field Office.  Mr. Vogel also served as Deputy to the FDIC’s Appointive Director for three years.

He holds a Bachelor of Science in Management from Keene State College.  He is also a graduate of the Stonier Graduate School of Banking.

Mr. Vogel fills the vacancy created by the retirement of Frank R. Hughes on January 27, 2024. 

Jessica A. Kaemingk

Ms. Kaemingk has been with the FDIC for more than 22 years and has held a number of leadership positions, including RMS Deputy Regional Director, New York Region since 2019, Acting Deputy Director, Operations in RMS the Washington Office from February through April 2024, and Acting Regional Director, New York Region from January through August 2022.  She also served as RMS Assistant Regional Director in the New York Region. 

She began her career as an Intern, then Bank Examiner, in the Sioux Falls, South Dakota Field Office and later served as Case Manager and Special Assistant to the Regional Director in the Kansas City Regional Office and Special Assistant to the Director, RMS. 

She graduated Magna Cum Laude from Northwestern College, Orange City, Iowa, and with Honors from the Colorado Graduate School of Banking. 

Ms. Kaemingk fills the vacancy created by the retirement of James D. LaPierre on April 30, 2024.

Lisa K. Roy

Ms. Roy has been with the FDIC for more than 30 years with nearly two decades of executive experience.  She has served as RMS Associate Director, Operations and Special Projects since 2013, and has additionally served as Associate Director of the Supervision and Applications Branch in the Division of Supervision and Consumer Protection from 2002 through 2007 and Deputy to the Director (Appointive) from 2007 through 2010.  She served as Acting Deputy Director, Operations, in RMS from September 2022 through February 2023.

Ms. Roy began her career as a Bank Examiner in the Concord, New Hampshire Field Office and later served as Field Supervisor of the Boston South Field Office.  She also served as Special Assistant to the Deputy to the Chairman and Chief Operating Officer.

She graduated from the University of New Hampshire, Durham, New Hampshire, with a BS in Business Administration.

Ms. Roy succeeds Mr. Vogel.
