The National Defense Authorization Act for Fiscal Year 2002, Section 519, provides that federal agencies may choose to pay the employee share of premiums for Federal Employees Health Benefits (FEHB) enrollments for certain employees called to active duty.

If you are called to active military duty in the future under conditions that qualify, as described below, the FDIC will pay both the FDIC and your share of FEHB premiums during your military absence for a period of up to twenty-four (24) months. If you were called to active military duty from August 8, 1995, to the date of this announcement, under conditions that qualify, as described below, the FDIC will reimburse you for the FEHB premiums you paid to continue your FEHB coverage during your period of military duty. This policy applies to current and future FDIC employees, but does NOT apply to individuals whose separation from the FDIC occurred prior to the date of this announcement.

The following conditions must be met to qualify for FDIC payment of FEHB premiums:

  • You must be (or have been) called or ordered to active duty in support of a contingency operation (as defined in section 101(a)(13) of title 10, United States Code);
  • You must submit documentation demonstrating that your service is (or was) in support of such a contingency operation;
  • You must be (or have been) placed on leave without pay or separated from service to perform active duty for a period of more than 30 consecutive days;
  • You must choose (or have chosen) to continue your FEHB coverage while absent on qualified military duty;
  • You must request that FDIC pay the employee share of your FEHB premiums while you are performing active military service; and
  • You agree to notify your servicing DOA/Human Resources Branch or OIG/Human Resources Branch within 15 days of the time your active military service ends.

Requests for reimbursement for prior periods of military absence of more than thirty days must be submitted to your servicing DOA/Human Resources Branch or OIG/Human Resources Branch within 60 days of the date of this announcement. In addition to the above documentation requirements, a request for reimbursement of past premiums must also include proof that you paid your share of the FEHB premiums during your period of military absence or after your return from active military service.

Employees currently on active military service will be provided a 60-day period in which they may seek reimbursement for FEHB premiums paid during their absence upon their return to employment with the FDIC.
