FOREIGN ASSETS CONTROL ACT

TO: CHIEF EXECUTIVE OFFICER (also of interest to BSA Compliance Officer)
SUBJECT: Specially Designated Nationals and Blocked Persons
Summary: A new Executive Order concerning Burma has been issued. In connection with the Order, the Department of the Treasury's Office of Foreign Assets Control has added four names to its list of Specially Designated Nationals and Blocked Persons and revised other publications to reflect these additions and other changes.

On July 29, 2003, the President of the United States issued an Executive Order blocking property of the Government of Burma and prohibiting certain transactions. On the same day, the Department of the Treasury's Office of Foreign Assets Control (OFAC) revised its list of Specially Designated Nationals and Blocked Persons (SDNs) to include the names of four Burmese financial entities. Additionally, OFAC revised its brochure on Burma and the industry overviews for exporters/importers and the financial community. A copy of the Executive Order, a list of the aforementioned Burmese financial entities, and the revised brochure are included as attachments. OFAC has asked that we distribute the information to all FDIC-supervised institutions so records can be checked for accounts that are required to be blocked. OFAC information also may be found on the Internet at www.treas.gov/ofac/.

Please distribute this information to the appropriate personnel in your institution. For further information about Executive Orders, the list of blocked accounts or the procedures to block accounts, please call OFAC's Compliance Programs Division at 1-800-540-6322.
