This proposal is ill-timed and ill-advised. While some may argue that the institutions targeted for so called relief are meeting their community responsibilities, I hearken back to the wise words of a respected banker two decades ago who embraced the challenge of CRA and the need for active enforcement by suggesting "organisms behave differently when they are watched from how they behave when they are not watched."
