We believe it is harmful to low income communities to change the rule regarding the threshold for undertaking full community development review exams. Full exams allow communities and regions with smaller banking institutions to gather information on products and services and provides in some cases the necessary incentive for these smaller banks to assist low income communities through their lending and investment products.
