To Whom It May Concern:

I would just like to comment on the proposed rule change by stating I think it is a terrible idea to allow banks with assets below $1 billion to be considered as small banks and allowed to take the limited CRA exam. I've researched the CRA very thoroughly (not too long ago) for a graduate school paper and am convinced that any loosening of these regulations will have a very adverse impact on city neighborhoods. Please reconsider!
