To Whom It May Concern;

I have been very involved in affordable housing development and financing for the past 25 years. From 1995 through 2004, I served as the Undersecretary of Housing for the State of Kansas. I have also served on the Federal Home Loan Bank of Topeka advisory board as well as the Fannie Mae advisory board for the Southwest region. I view the proposed changes to the CRA requirements to be a further weakening of the regulations. This is unfortunate since the CRA requirements have successfully provided the incentive for numerous lending institutions to actively participate in housing and community development lending that might not otherwise been considered.

I ask that you not further weaken the CRA requirements by adopting the proposed changes.
