Dear Mr. Feldman:

I am writing as a concerned citizen who volunteers with homeless and
prisoner populations. It seems to me that a national priority needs
to be helping low-income and otherwise troubled people find the means
to ownership and investment in property. By raising the bar for
stricter CRA requirements from $500 million to $1 billion, you will
certainly see a reduction in availability of small-business loans and
mortgage lending to low and moderate income users, who are of course
a worse credit risk to banks than affluent borrowers. If we are to
maintain a prosperous society that offers hope to the poor, we need
to keep programs like those enacted by the Community Reinvestment Act
strong. Please withdraw your proposed rule change.
