Subject: Community Reinvestment -- RIN 3064-AC50

As a specialist in city planning and housing policy, I was dismayed
to see the FDIC's proposal to allow banks with assets above $250
million to be examined as small banks under the Community
Reinvestment Act. This policy will reduce lending, investments,
services and support for low-income and inner-city neighborhoods. I
strongly recommend that the FDIC drop the proposal.

sincerely,
