Please do not make it easier for banks to redline again. Sure, regulations are a pain. They make institutions do things they don't wish to do, and not do things they want to do. Well, dammit, Banks want to redline, they have done it in the past, and they would like to do it again, and they will if they are not forced to show that they don't.
