I strongly oppose the proposed rule changes in the Community Reinvestment Act (RIN 3064-AC50). This action will do harm to rural communities. : When a program costs the government NOTHING and offers the kind of proven benefits to our citizens that the Community Reinvestment Act has, what possible justification could there be to reduce its effectiveness by allowing banking institutions to opt out? This seems like a large step toward a bias on the part of the FDIC against the very people it was formed to protect.
