 I strongly oppose the proposed rule changing the Community Reinvestment Act (CRA) regulations to release banks from their
 obligation to provide a portion of their loans in support of business
 undertakings in poor rural areas of the U.S.
 If we are to soon achieve effective biosecurity, as regards the
 protection of our food supplies, rural communities must be rapidly
 strengthened. Moreover, we need to help small farmers develop a
 good capability for safe, local production of biosecure foods. Such
 food production is needed to create secure food reserves in event
 of any bioterrorist attack targeting our food supplies.
 The FDIC attempt to eliminate much of the loan support for
 small farmers and farm communities effectively acts to sabotage
 critical biosecurity efforts ---and the FDIC is reportedly taking this
 action as a favor to wealthy, politically powerful corporate farming
 interests/ bankers. In view of your negative actions, I may have a
 fiduciary responsibility to help protect national security interests
 of the United States.
 Under U.S. Code Title 18, Part I, Chapter 105, Sections 2151
 and 2156, it is illegal to interfere with national defense preparations,
 and this includes homeland security and biosecurity preparations.
 Your proposed changes, to CRA rules, appear to be a very clear and
 specific violation of subject codes. I therefore ask that you provide
 me with the name & address of your attorney if you proceed to make
 these harmful changes. Thus, as necessary we can proceed to fully
 litigate the legality of your changes to CRA rules. Please respond as
 I have requested. Thank you.

 P.S. I think it is shameful that the FDIC would endanger public safety
 to obtain political or contribution support from corporate farms & 
        bankers
 during this year of national elections.
