This is to formally register our strong opposition by FDIC in allowing banks with assets over $250 million to be considered, classified or examined as small banks under the Community Reinvestment Act, for this change in policy would definitely reduce opportunities for lending, investments and services in low-income communities such as the United States Commonwealth of the Northern Mariana Islands (CNMI) and Guam in the Western Pacific outlying areas.
