Dear FDIC;

We are a national non profit working on the business side of childcare in lower income communities in multiple states. In our financing operation, First Children’s Finance we have significant investments from community banks which help us make loans to child care businesses in lower income areas. These banks also serve on our loan committees and make a valuable contribution to the work. We also make it possible for these community banks to make loans to child care businesses because we take a subordinate position and we are leveraging these commitments on an almost two to one basis with our loans. Lowering the threshold could lose a significant opportunity to involve banks.
