Hello,

My company is a for profit affordable housing development consulting company
which works in a number of communities throughout Illinois. The social,
economic and community development efforts have been greatly enhanced by the
participation of larger lenders in these communities. A number of the
lenders have been candid with us about only participating in these efforts
because of the CRA incentive. We strongly oppose allowing financial
institutions with assets above $250,000 million being examined as small
banks and are convinced that it would reduce a very important component of
the fabric of community life and economic development in many communities
throughout Illinois and presumably the rest of the country.
