To Whom It May Concern:

The East LA Community Corporation (ELACC) opposes the FDIC's proposal to allow banks with assets above $250 million to be examined as small banks under the Community Reinvestment Act. As a community development non-profit corporation serving the communities of Boyle Heights and East Los Angeles in the City and County of Los Angeles, California, we urge you to NOT approve this policy that otherwise would reduce lending, investments and services in low-income neighborhoods and communities of color.
