I am strongly opposed to the proposed changes weakening the community benefit requirements by allowing the large banks to be examined as small banks. There is a great risk that the community banks will be pushed out of community-based investments and into distant projects in order to meet their obligations, while large institutions with no community connections take over local efforts, effectively subverting them. This policy will have the unfortunate effect of reducing lending, investments and services in low-income communities where it is most needed. This is a subversion of the intent and purpose of community benefits requirements.
