Comments: Community Reinvestment12 CFR Part 345.
The Fair Housing Council of Montgomery County strongly opposes the proposed changes in the definition of “small banks” because we believe it will undermine lending and investment in many of our small cities and towns and rural communities.

The CRA should not treat rural areas, as the proposed changes do, as if they are immune to affordable housing problems. The FDIC should provide a community development framework with emphasis on targeting the most resources to the lowest income areas and households and assisting affordable housing developers.
