I have worked for nonprofit organizationsin the area of affordable housing andcommunity economic development for the past eighteen years, primarily in rural areas.The Community Reinvestment Act has made an enormous difference in the involvement of financial institutionsin their communities, both in actual dollars invested and in stafftimeinvested working with nonprofits on development teams, focus groups, boards and other activities thatbenefitlow-income rural areas.The loss ofthe "incentive to fullyparticipate" would be catestrophic.

Therefore, I strongly oppose the proposed rule changing the Community Reinvestment Act regulations. In my opinion, it truly will undermine rural communities and negatively impact their quality of life. Please do not adopt this rule.
