Gentlemen: regarding the FDIC proposal, it is especially important that banks like the Bank of Utica, Oneida Savings Bank and SBU Municipal Bank be considered small banks under the proposed new definition and thus be exempt from CRA rules. This area is very depressed and it is vitally important to maintain and expand bank involvement in our communities to help this area rebound and expand. Without such assistance, future entrepreneurs would be discouraged, money would not be available for big items like houses, etc. and our area needs assistance. We are bravely trying to maintain.
