The FDIC should carefully consider allowing larger banks to be submitted to the review reserved for small banks for fear of the impact this could have on available capital for low and moderate income individuals throughout the country. Banks have made accommodations and developed innovative product to address inner city needs in particular without hurting their bottom lines. Their continued involvement in these areas of the country is particular important to narrow the ever widening gap between the rich and poor in this democratic society.
