I am writing to express my opposition to the FDIC's proposal to allow banks with assets above $250 million to be examined as small banks under the Community Reinvestment Act. As an urban researcher who has worked with low-income communities for 34 years, it is my opinion that this policy would harm low-income communities by reducing lending, investments and services.
