Subject: I oppose the FDIC proposal.

"I oppose the FDIC's proposal to allow banks with assets above $250 million to be examined as small banks under the Community Reinvestment Act. This policy would reduce lending, investments and services in low-income communities."

We have operated a child care micro-loan program for the past 5 years and have been able to expand child care capacity in Spokane county by 250 slots. We have also been able to keep good, quality providers in business through the CRA funds. Stable quality childcare not only serves children but it also serves the parents and allows them to continue as productive workers. Our child care providers need access to this capital since they cannot get it through the traditonal banking community. We need the CRA funds to make this happen.
