Subject: Community Reinvestment -- RIN 3064-AC50

To whom it may concern:

I am writing to express my opposition to the FDIC's proposal to allow banks with assets above $250 million to be examined as small banks under the Community Reinvestment Act. This policy would reduce lending, investments and services in low-income communities. In my home state of Maine, this policy could have wider ramifications because of the nature of our community banks. I believe strongly that the CRA is an important regulatory tool that has and continues to have beneficial effects on low-income communities in both rural and urban areas.

Thank you very much for your consideration of my
comments.

Sincerely,
Keith R. Bisson
