Dear Federal Deposit Insurance Commission:

I am quite concerned to hear that the FDIC is considering raising the comprehensive CRA exam threshold.

I agree with the National Congress for Community Economic Development that these proposed rule changes would have a devastating effect on affordable housing and community development investment throughout the nation, particularly in rural areas.

President Bushes comments promoting an "Ownership Society" are disingenuous if the actions of administration officials he appoints undermine efforts to ensure that affordable capital is available for increasing minority homeownership and small business ownership for women and minorities.

Please rescind your proposal.
