Re Banks with less than $1 billion in assets being exempt from helping in low-income areas: you are hurting those people who this rule was originally designed to help. Please do not put a minimim of $1 bill on bank assets, go with a more realistic sum: the previous base of $250 million: any bank with more than this amount in assets MUST help those in low income areas.
