Dear sir or madam,

I am completely opposed to this proposal which would hurt poor and rural clients' ability to access loans. What could be more "compassionately conservative" than ensuring loan access to the widest number and variety of Americans? What could be less compassionate and more damaging to development and enterprise in such areas than creating gaps in loan access? Exempting smaller banks from their Community Reinvestment Act obligations to provide service to under-served populations would hurt America.

Please reject the proposed change that would exempt smaller banks from Community Reinvestment obligations.
