I would suggest that FDIC utilize the Federal Registry of Appraisers or have each State Licensing Board provide you with a list of State Certified Residential Real Estate Appraisers mailing or email addresses and send each individual Appraiser an email with a link to a Federal Website that has a simple automated survey with their Zip Code, License Number and their fee for the 1004MC, A Condo Report, FHA Report, 2055 Interior, 2055 Exterior and a Multifamily Report.
This will be as direct and impartial as possible, we know that over 97% of Appraisers have email and a Web site built by FDIC or their approved subcontractor will eliminate any bias and minimize representations.
