Revision to the
Division of Compliance and Consumer Affairs' Compliance Examination
Manual |
The FDIC's Division of Compliance
and Consumer Affairs (DCA) is pleased to announce that the second revision
to its Compliance Examination Manual, originally published on April
30, 1996, is now available. The revision, dated May 31, 1998, will be mailed
to all current manual subscribers. The revision is in loose-leaf format
and will easily insert into the Volume I and Volume II binders.
In addition to the loose-leaf version
of the manual revision, each subscriber will receive a CD ROM version of
the manual. In some instances, the CD ROM version will be forwarded separately.
The material within the CD ROM version duplicates the loose-leaf version
of the manual and also features search capabilities and links to specific
areas of the manual. Beginning in 1999, the manual will be available
in the CD ROM version only. All revisions to the manual will be distributed
via CD ROM; distribution of the loose-leaf format will be discontinued.
The Compliance Examination Manual
covers the consumer protection, fair lending, and community reinvestment
examination activities performed by DCA. The manual is structured around
the examination process, from pre-examination planning to report preparation.
This reflects the logical flow of the examination process and the actual
procedures performed by examiners.
The manual's sections and appendices
have been updated to reflect policy and regulatory changes as of May 31,
1998. The manual includes two new sections: "Small Institution CRA
Scoping" and "RESPA Escrow Program." The section "Small
Institution CRA Scoping" should be inserted after the section "Small
Institutions" (Part IV: CRA), and the RESPA Escrow Program Appendix
should be inserted after the Appendix "Truth in Lending Reimbursement."
Other new information contained in the revision includes the following:
- Revised Interagency Questions and Answers for the Community Reinvestment
Act,
- Revised versions of the Bank of Anytown Report (full and summary report
formats), and
- Revised sampling procedures for compliance and CRA.
The fee for a subscription to the
Compliance Examination Manual is $100 and includes all future updates. The
manual also continues to be available on the Internet at: www.fdic.gov/regulations/compliance/handbook/index.html.
Current subscribers to the Compliance
Examination Manual will receive updates automatically and need not complete
another form. To become a new subscriber, please complete the attached order
form and fax or mail it according to the instructions provided.
