Revision to the Division of Compliance and Consumer Affairs' Compliance Examination Manual

The Division of Compliance and Consumer Affairs (DCA) is pleased to
announce the availability of the first revision to its Compliance
Examination Manual, published on April 30, 1996. The revision, dated
March 31, 1997, will be mailed to all current manual holders.
The manual covers the compliance/Community Reinvestment Act examination
policies and functions performed by DCA, along with overviews,
objectives and procedures. DCA rewrote the manual in 1996 as part of
an effort initiated two years earlier to streamline the examination
process.
The March 31, 1997, revision includes new chapters that were in
progress during the initial release of the 1996 manual. These chapters
are "Interim Monitoring System," "General Report Processing," "Bank of
Anytown Report Summary Format," and "MAPPS and Data Analysis." Other
new information contained in the revision includes:
- Revised examination procedures for FDIC's Part 339 (Flood
Insurance),
- Revised examination procedures for the Federal Reserve Board's
Regulation M (Consumer Leasing),
- Interagency Questions and Answers for the Community Reinvestment
Act, and
- Interagency Questions and Answers for Flood Insurance.
The revision is in loose-leaf format and will easily insert into the
Volume I and Volume II binders.
The manual continues to be structured around the examination process,
from pre-examination planning to report preparation. This reflects the
logical flow of the examination process and the actual procedures
performed by examiners. The format allows for regulatory requirements
that apply to specific transactions to be integrated into the manual
along the transactions' timelines.
The fee for the manual's two-volume set is $100 and includes all future
updates. The manual is also available on the Internet at
www.fdic.gov/banknews/compmanl/index.html. A CD ROM version of the
manual is now being tested. Information about the CD ROM version will
be provided in an upcoming financial institution letter (FIL).
