The Region shows both higher highs and lower lows than the nation. The nation's unemployment rate was just over 5 percent in 1989; it remained stable through 1991 and then climbed to over 7 percent in 1993. It dropped to 5 percent in 1995, remained between 5 and 6 percent through 1997, and sank to about 4 percent in 2000 and 2001. By 2002, it had reached 6 percent. The Region's unemployment rate was just above 3 percent in 1989. It jumped to 8 percent by 1992 and stayed in that range through 1993. It then declined fairly steadily to a low of below 3 percent in 2000 and 2001. By 2002, it had reached 4 percent.
