The title is "High-Risk Loan Concentrations Increase but Remain Lower than in the 1980s." This chart shows the percentage of institutions with high-risk loans greater than 600 percent of capital and greater than 400 percent of capital from 1984 through second-quarter 2001. The percentage greater than 600 percent was 11.5 in 1984. It rose to 14 percent in 1986 and reached a high of 15.3 percent in 1989. In 1990 (the first year of the 1990-1991 recession) it was 14.8 percent. By 1992 it had dropped to 7.8 percent. It ranged from 5 to 4.6 percent from 1993 to first-quarter 2001. The percentage greater than 400 percent was 21.8 in 1984. It rose to 26 percent in 1986 and reached a high of 28 percent in 1989. In 1990 (the first year of the 1990-1991 recession) it was 26.7 percent. By 1992 it had dropped to 22 percent. It ranged from 17 to 21.6 percent from 1993 to first-quarter 2001.
