The line chart shows fluctuations in the Consumer Confidence Index from January 1989 through October 2001. From 116 in 1989, the index dipped to 55 in October 1991. It remained in the 50s, 60s, and 70s until 1994, when it began to climb steadily (except for a dip in 1999) to a high of 145 in the first half of 2000. By August 2001, it had declined to 114; in October it was at 85.
